Abstract:

Background:  Hot-zone is a  crime scene circumscribed by first rescuers and the access must be controlled to preserve the evidence and to contain the contamination. The only Authority appointed in Italy to carry out rescue in hot-zones are Firefighters.

Methods: Analysis of case reports such as the “Costa Concordia” rescue operation in 2012. Analysis of procedure and protocols of different agency, institutions and organizations in crime scene and event with hazmat materials involved.

Rome hosts thousands of sensible targets. Healthcare reaction has been
guaranteed by 5 advanced Emergency Departments (EDs) and 10 basic ones.
Everyday Rome hosts 6 millions of people/die, ± 2 million in particular
occasions.
Regarding National Stockpile Antidotes (SNA), Rome hosts 5 warehouses. In
case of events, stockpiles are activated with a long-time call; then they are
charged in their delivering trucks.
Furthermore, at present time, no shared plan between all city functional
structures has been developed and published, resulting in response
fragmentation and ultimate inefficiency.

Abstract In this context we analyze two cases about development of biological event: the first-one in confined environment like a ship, instead of second in a dynamic and critical environment for the system as a hospital. Through the analysis of case happened, tabletop simulation, and the opinion of expert as doctors, firefighters, and rescue workers, we evaluate the hazard and we analyze the effect on the system, and how to interface The risk assessment is development the impact on systems, and how to interface with the national health system and its weakness. Analyzing the current system of response to events, there are analysis of the critical points. Moreover, It’s evaluate the current state of the art and the actors involved, their training and skill. Through the analysis of the critical points are identified solutions to optimize and improve the system. The rescue scenario is evolving every day, with both the evolution and the industrial Toxic Materials, the globalization of infectious diseases, it’s favored by the current need for people to travel to other states, and the import of foreign products. The need for training for rescue operations increases exponentially in response to natural events that interact with human activities, and especially in response to man-made events, including terrorist attack that come every day more in the field of CBRNe events. Currently in Italy the rescue system is fragmented into various territorial entities, and there is no coordination capillary unified and standardized nationwide. Every European country has a different system response. An international course may be the answer to unify the rescue in Europe.

Abstract

Le ferite difficili sono un problema oltre il 50% della popolazione anziana del nostro paese con un forte impatto sui tempi di guarigione, i costi delle cure e la qualità di vita del paziente. In questo lavoro sono state applicate nuove terapie combinate ed in evoluzione come il gel piastrinico e l'ossigenoterapia iperbarica esaminando nello specifico la loro azione biologica nel processo di guarigione delle ferite.
